키갈리 개정 발효와 HFC 감축 의무의 시행

키갈리 개정서가 필요한 비준 요건을 충족하여 국제적으로 효력을 얻은 시점. 해당 개정에 가입한 국가들에 HFC 보고·감축 체계가 적용되고, 대부분의 선진국 그룹에서 첫 감축 단계가 시작된 변화. 전 세계에 같은 출발 시점과 감축률을 일괄 적용하지 않고 국가군별 여건에 따라 서로 다른 일정을 적용하는 구조.
