키갈리 개정 채택과 HFC 단계적 감축 합의

르완다 키갈리에서 HFC를 규제 대상에 추가하고 국가군별로 생산·소비를 단계적으로 줄이기로 합의한 개정. 오존층 파괴물질의 대체재가 온난화를 키우는 문제에 대응하여 오존층 보호 체제를 기후 보호로 확장한 전환점. 선진국은 대체로 2019년, 한국을 포함한 개발도상국 첫 번째 그룹은 2024년부터 규제를 시작하도록 서로 다른 일정을 마련한 합의.
